George W. Hill Correctional Facility is Delaware County's correctional facility, also referred to as the Delaware County Jail or Delaware County Prison. It sits at 500 Cheyney Road in Thornton, in the western part of the county, several miles from the courthouse in Media.
The county describes its population as pre-trial and sentenced adult men and women, along with youthful offenders, who are remanded to the facility by Delaware County law enforcement consistent with court commitment documents and Pennsylvania Title 37. In plain terms, people are held there because a court order or lawful custody process placed them there.
The facility is run by Delaware County. Detention and release operations are separate from a judicial bail decision: the facility holds people and processes releases, while bail and release conditions come from an authorized court. George W. Hill is a county correctional institution, not a Magisterial District Court and not a Pennsylvania state prison.
Population numbers change daily, and this guide does not state a fixed population or capacity. For current operational information, use the county's official facility pages.

Someone serving a state sentence may also have a new case with its own bail order, but satisfying that bail does not end the state sentence. Ask the court or a lawyer about the person's specific status.

Release Questions
Director of Records, extension 316. The county also lists an Assistant Director at extension 317.
The Pennsylvania UJS Case Search shows court dockets, which are a different record from current jail custody. A case appearing there does not by itself prove the person is currently held at George W. Hill.
A simplified eight-step view of how a case can reach George W. Hill. Each case is different, and no step has a guaranteed timeline.
A police agency makes an arrest or files a complaint. Charges are accusations, not proof of guilt.
The arresting agency records identity, fingerprints and charge information before the first court appearance.
An issuing authority, often a Magisterial District Judge or on-call judge, explains the charges and addresses bail under Rule 540.
The court decides release conditions. Many people are released on recognizance or nonmonetary conditions.
If the person cannot meet the conditions, or the court orders detention, they may be committed to George W. Hill.
Eligible bail may be paid through an authorized pathway, or a lawful professional bail bond may be arranged where permitted.
The facility verifies the order, payment and any other holds before discharge. Timing is not guaranteed.
The person must follow every release condition and attend every court date, starting with the preliminary hearing.
Keep in mind
Bail is a judicial decision. The jail carries out the court's order; it does not make one. A criminal accusation is not proof of guilt.
An authorized Pennsylvania bail authority sets release conditions under the Rules of Criminal Procedure and the circumstances of the case. At the start of a Delaware County case that is usually a Magisterial District Judge or another authorized issuing authority; later, the Court of Common Pleas may review bail within its jurisdiction.
George W. Hill staff process custody, records and release according to the court's order and facility procedures. Jail personnel do not set bail and do not substitute for the court.
Center City Bail Bonds can discuss lawful professional bonding arrangements where they apply. Center City does not set, reduce or modify judicial bail.
Release on the person's written promise to appear, without a monetary payment.
Conditions such as reporting, travel limits or no-contact orders, without money bail.
A dollar amount set by the court. The order states whether a percentage deposit is allowed.
Where authorized, bail secured by cash, property or a professional surety under Pa.R.Crim.P. 528.
Some orders add supervision or other requirements that must be met before or after release.
In some circumstances the law allows bail to be denied, so the person remains detained. Not every case is eligible for a commercial bail bond.

A court decides whether bail applies and what conditions are set. The facility then processes qualifying payments or release paperwork under its own published procedures. Which pathway applies depends on the case, the time of day and whether any outstanding issue exists.
The county states that George W. Hill can accept bail payment between 8:00 PM and 8:00 AM, provided there are no outstanding issues. It asks anyone planning to post bail in person to contact the Records Department before arriving.

Important
Pennsylvania's courts run PAePay Bail, an official online service for paying eligible bail. Whether online payment is available depends on the case and the court-authorized process.
The county's George W. Hill instructions say that anyone who pays online should send the payment confirmation number to the Director of Records so processing can begin.
Delaware County's published guidance describes this period for eligible on-site bail payments when no unresolved issue prevents processing. It is not an assurance that bail can be posted in every case.

Important Distinctions
The county's FAQ lists 1:00 PM and 9:00 PM as typical release times. These are facility-reported typical times, not a promise about any person's discharge. Release depends on confirming the applicable orders, finishing processing and clearing or resolving any other legal hold.

The county says the person is given the chance to make a free phone call from the Outtake Unit when being released. The facility does not promise to call every family.
The county directs people picking someone up to the facility's front parking lot on Cheyney Road.
The county says a released person without a ride is given a bus pass. Its bail page lists SEPTA Route 119 (Cheyney University to Chester Transportation Center) pickups in front of the facility after the 1:00 PM and 9:00 PM discharges; times are subject to current SEPTA schedules and facility procedures.
For discharges to community-based programs, the county's bail page lists separate facility contacts for substance use and mental health services.
Center City Bail Bonds cannot override a warrant, detainer, hold or unmet condition. Ask the Records Department about outstanding issues before paying.

Bail is set case by case, and many people are released without monetary bail. When money bail is set, the order states the amount and whether a percentage deposit is allowed.
These values illustrate a possible 10% court-authorized deposit where applicable. They are not a guaranteed professional bail bond fee and do not establish eligibility for any deposit arrangement. Bail conditions are set by lawful authority.

Since June 2022, personal paper mail is scanned and delivered to the person digitally on a tablet. The county's instructions give an off-site mail-scanning address in Phoenix, Maryland for personal mail, with strict formatting rules. Do not send personal letters to the Thornton facility or its administrative P.O. box; follow the county's current mail page.
Attorney-client privileged mail is handled separately from scanned personal mail. Books and publications must come directly from a publisher or bookstore, and the county lists limits and prohibited items. Photo albums are not allowed.
The county says digital messages and tablet funding go through an approved provider account. Access is subject to facility policy; this guide does not list prices or eligibility rules.
Funds for commissary or a tablet are completely separate from bail. Use only the deposit instructions on the county's current pages, and never use a commissary deposit as a bail payment.
Incarcerated people may use approved phone and communication systems subject to facility policy. Contact the facility for current details.
Questions about stored belongings or damaged or missing property go through the county's official property inquiry process. Property cannot be collected without authorization.
Delaware County has 26 active Magisterial District Courts. They handle early criminal proceedings, including preliminary arraignments and, where applicable, preliminary hearings. Someone held at George W. Hill may have a case assigned to one of these courts.
The jail and the court are separate. None of the district courts operates inside George W. Hill, and each court has its own office and procedures. The person's jail location alone does not tell you which district court handles the case; the court records and paperwork do.
Cases held for court move to the Delaware County Court of Common Pleas at the Delaware County Courthouse, 201 West Front Street, Media, PA 19063.
Each court has its own office and procedures; none operates inside the jail. Check your paperwork for the district number.
The alleged charge may affect the court process or release conditions, but no charge carries a fixed bail amount, and being held at George W. Hill on an allegation does not make someone automatically eligible for a bail bond. A charge is an accusation, not proof of guilt.
